and we have live team coverage. ktvu's chief meteorologist bill martin is tracking another freeze warning tonight but first ann rubin shows us what is being done to keep people safe. >> reporter: during a cold snap people who deliver food or mail find themselves taking on another role, checking on the welfare of the people they see each day. >> reporter: she knows her routes but she is also the first oo notice something wrong. -- to notice something is wrong. when the temperatures drop the wellness checks become more important. >> they are the eyes and ears of the neighborhoods. >> reporter: they are not the only ones going door to door. volunteers with meals on wheels do more than just drop off

lunch. >> checking in. making sure they are there, safe, warm. >> reporter: if they notice a problem they contact family, supervisors and then police. they even contacted pg&e when they noticed a man's power was turned off. >> reporter: -- wheels on wheel -- meals on wheels. >> the drivers are the only people they see during the day. they count on us. >> reporter: last winter they took an extra step delivering scarfs, hats and gloves in addition to food. ann rubin, ktvu channel 2 news. >> it is a spare the air night so that means no burning and tomorrow will make the third day in a row with the alert. the officials have issued a ban on wood burning and air quality reached unhealthy levels so

burning wood or solid fuels is illegal unless it is the only source of heat. bill martin joins us where she tracking the cold conditions. >> freeze warning again tonight for the bay area. everybody except san francisco. over night lows from last night. san jose 25 degrees. the old record 26. petaluma 19 degrees. north bay could get into the teens again tonight. we have the freeze warning for the bay area. shows up all over the place, except san francisco. and then in the valleys looking at a hard freeze warning. into the evening hours another very, very cold night. when i come back we will talk about the freeze warning. the coldest spots tomorrow morning and a warm up coming, has to get warmer, right? how warm it could get. new at 6:00 p.m. dozens of surveillance cameras are popping up and they are

helping catch criminals. it is been a month since the city installed surveillance cameras with leasance plate readers. ktvu's allie rasmus spoke with the police chief today. >> reporter: the cameras led to the arrest of two people for auto left and helped with other investigations. >> reporter: perched on top of lamp posts -- >> they just blend in. >> reporter: if you weren't looking for them you wouldn't see them. but he remembers the day they arrived and he is glad to see them over looking the street corner outside his home. >> i think it is a great idea. >> reporter: they are automatic license plate readers. snatch as picture of every vehicle that drives by. >> compares it to a database with stolen vehicles, wanted

people or wanted car. >> reporter: if it comes up stolen police respond within minutes. they have seen a 30% increase in car thefts and the cameras helped deal with the problem. >> we made two stolen vehicle arrests since they have been up. >> the city has 39 cameras at 15 different locations women city limits. -- within city limits. he wonders about the non- financial cost. >> privacy and the loss of privacy and not the consequences today but in the next 30 years. >> you are driving on a public road. there is no expectation of privacy but we are careful there needs to be a law enforcement reason to look at it. >> reporter: right now only half of the 39 cameras are working. the other half don't have power yet so they are working with pg&e to get power to all of the

cameras. live, allie rasmus, ktvu channel 2 news. police are trying to track down a burglar who stole thousands of dollars in holiday gifts intended for cancer patients. this surveillance video shows a man using a flash light this morning to pyrrhotine a car -- peer into a car. the car was parked down the street. the owner is a nurse at children's hospital. the load of gifts, was supposed to go to two families with kids undergoing cancer treatment. a sheriff's deputy who shot and killed a 13-year-old boy carrying a bb gun returns to work tomorrow but he will not be going on patrols. he was placed on leave following the shooting of andy lopez. investigators say he thought the teen was carrying an

assault rifle but it turned out to be a plastic gun. protesters plan to march tomorrow. deputies say he will only work on administrative assignments. police are trying to solve a series of hit and runs in san jose. police say they are investigating four hit and run incidents last week. one of the victims a 25-year- old remains hospitalized in critical condition. his mother flew in from spain to be by her son's bed side. >> moral issue at stake here. if people think they can do something and nothing happens, right, you hurt somebody and drive away. >> the cases highlight a wider problem on crowded city streets. so far no arrests have been made. it is not just hit and runs that are a problem in san

francisco, an average of 3 pedestrians are hit by cars in the city every day. a ntsb hearing gets underway tomorrow in washington, d.c. on the asiana airlines crash in sfo. investigators are trying to determine why the plane was flying too low and why a fire truck ran over a survivor and killing her. they will not hear from the four pilots on board. a pilot and a training manager are expected to speak to discuss pilot training on the 777x. ktvu's ken wayne is in washington, d.c. and will have live reports tomorrow and wednesday. plus follow him on twitter for updates. merrill newman confirmed today what most suspected, his confession in north korea was coerced. in a statement today merrill newman said to demonstrate i was reading the document under

duress i did my best to read to emphasize the strange language they crafted me to say. he was freed after being held for a month and a half. he arrived back at sfo saturday morning. you can read the statement on www.ktvu.com and find out why he thinks remarks he made may be caused his detention. new at 6:00 p.m. union scare attracts crowds and shoppers and thieves. police believe they caught a repeat offender who targeted union square's stores. since his arrest there has been a drop in crimes. ktvu's cara liu is outside one of the stores hit. >> reporter: this store here was one of the places hit in burglaries. now police say they have arrested a man they believe is responsible for a dozen of the crimes. this is a mugshot.

san francisco police arrested him in november in connection with a smash and grab. investigators say they tied him to 9 burglaries at high end stores in union square. most of the cases happened late at night or early in the morning. there have been fewer smash and grabs since the arrests. >> we noticed a drop in window smash burglaries. there are still some going on but at this point based on what we see they dropped considerably. >> reporter: coming up at 10:00 p.m. how officers tracked down the suspect and make their arrest. live in san francisco, cara liu, ktvu channel 2 news. california water officials want to restore the sacramento delta by pumping water through

we have new information tonight on the deadly house fire. a husband and wife were rescued from the home last friday. but the wife did not survive her injuries. today firefighters identified her as an 82-year-old. they say her husband remains in the hospital. firefighters have not said what started the fire but they say it was accidental. the man charged in the san francisco shooting death of another man selling a playstation 4 pleaded not guilty. ronnie collins is charged with murder and robbery in the death of ikenna uwakah. last week. police say the victim and his girlfriend had agreed to meet

him to sell him a playstation 4. it was during that transaction that police say collins opened fire killing ikenna uwakah. >> bier not looking -- we are not looking for revenge. we are looking for cooperation with police and the justice system to make sure justice is served. >> the defense attorney wants to see the receipts for the purchase of the playstation 4 signaling he may try to prove it was stolen. investigators conducted a search where a human skeleton was found. the bones were discovered yesterday. a man hiking with his children found a skull and a tennis shoe in a dry creek bed. investigators removed the bones today. they will try determine a cause of death and identity. >> dental work and dna and then identify how that person died.

>> investigators say they will review missing persons cases from the area. demonstrators blocked a private bus that picks up google workers in san francisco. >> the protesters say the bus is a symbol of the housing crisis in the city with families being displaced as more wealthy tech workers move in. they said there is a rise of evictions along the google bus route. >> it is the city's responsibility to try preserve housing, to help people. >> demonstrators blocked the bus for 45 minutes but let the bus leave when police arrived. we aired video of a protesters arguing with an angry employee who wanted the bus move. that man is actually a street performer. it was a bad time for the heat to go out at one elementary school in oakland.

now officials confirm some classrooms had been without power -- heat since last week. ktvu's eric rasmussen is live where the problem was fixed this afternoon. eric? >> reporter: the boiler for this building is back up and running tonight but parents say they didn't know the heat was out for a week till we told them. >> reporter: as students walked out of school a second grader summed up his day. >> cold. >> reporter: his grandmother went inside to check it out when we told her some classes had no heat at all. >> freezing. all the kids bundled up. hats and coats. not right. >> this is really a top priority for the school district. we haven't have students and faculty and staff in cold

buildings. >> reporter: yet they had to endure the cold since monday of last week, that is when the boiling broke down. >> it happens. >> reporter: this part didn't arrive till today. >> we need that. they are getting sick. >> reporter: some teachers say temperatures dropped into the 40s. >> i think that it should be a problem that should be taken care of. >> the district said parents were told to make sure their kids bundled up but that came as a surprise it several. >> i didn't hear anything about it and i was in the office. i still didn't hear anything. >> reporter: we looked at the california building cold this afternoon, any spaces that have people in it must have a system maintaining a minimum temperature of 68 degrees. they did use space heaters in some classrooms but not all of

them. eric rasmussen, ktvu channel 2 news. natural gas consumption hit a record tie -- high today. the company says demand nearly doubled from typical levels and beat the record 15 years ago. some people wonder if the pipelines can handle the extra output. pg&e maintains transmission lines have been verified. it has been cold around here. record cold in san jose this morning. san jose got up to 51 degrees. not that warm. 52 in morgan hill. fairfield and concord all in the upper 40s. temperatures tomorrow come up a couple degrees. we will see just stronger high pressure and that will help us warm. instead of upper 40s, we will

see more low 50s and that trend continues. a slow warming trend into the bay area week. it is cold right now. we have got temperatures in the north bay dipping into the 30s. 37 antioch. not going to be tough to get down to 22 degrees. 20 degrees. teens. spare the air night tonight. the atmosphere, you know, late at night, presses down. we are not getting rain. stable atmosphere. just pressing any smoke that is being burned, car exhausts is getting trapped. spare the air night again tonight. tomorrow morning it will be cold. very similar to this morning. maybe a couple degrees warmer. not much. coldest spots, upper teens. really cold. 28 antioch. 23 napa. 33 oakland. san jose 28 degrees. the freeze warning that we had tonight and last night is going

49ers are in their final season at candlestick park and will play 2014, 2000 lane at the levi stadium. >> memories for the newest inductee. >> yeah. we have a bay area guy here. three former players turned managers. bobby cox, joe torre and tony larussa are major league's newest hall of famers. tony larussa was in florida when he was learned he was voted in on his first year of eligibility. he was a career .199 hitter as a player. tony larussa told me they should have won three. tony did win two championships in 16 years with st. louis. he is third all time in regular season victories as manager and he is the most intelligent and intense manager i ever met.
